Payroll and HR Compliance,

Off Your Desk for Good.

Processing, tax filings, certified payroll, and the documentation behind it — for growing Texas businesses.

Why Payroll Gets Hard

Payroll Is Fine Until You Have More Than a Few People

With three employees on salary, payroll is a task. Add hourly crews, overtime, a second location, a mid-quarter termination, and a state you've never filed in — and it becomes a system that either works or quietly creates liability.

Payroll problems are also the ones employees notice immediately. A late deposit or a wrong check isn't a bookkeeping issue. It's a trust issue, and it lands on your desk the same morning.

We build payroll so it stops being something you think about — and we help you keep the paperwork behind it in order, so a claim, an audit, or a departure doesn't turn into a scramble.

  • Hourly staff, salaried staff, and overtime in one run
  • Field crews across multiple job sites
  • Certified payroll on public projects
  • Multi-state or multi-location filings
  • New hires onboarding faster than paperwork
  • Terminations with final-pay timing rules
  • Quarterly filings you'd rather not track
  • Labor cost you can't see by job or department

Commercial & Public Projects

Certified Payroll Reports, Prepared and Submitted Weekly

If you're working on federally funded or state-funded projects, certified payroll isn't optional and it isn't forgiving. Most bookkeepers don't touch it. We prepare the reports, submit them through LCPtracker, CCIP, or whichever portal the job requires, and handle the rejections when they come back.

WH-347 & Agency-Specific Forms

Weekly certified payroll reports on federal form WH-347, or on whatever format the awarding agency or general contractor requires instead.

LCPtracker, CCIP & Compliance Portals

We submit directly through LCPtracker, CCIP, and other agency and general contractor portals — including working through rejected uploads, labor classification flags, and the resubmissions that follow.

Davis-Bacon & Prevailing Wage

Applying the correct wage determination to each classification, tracking fringe benefit rates, and handling jobs carrying more than one determination at once.

Labor Classification

Workers classified by the work actually performed, split across classifications when a crew member works in more than one trade during a week.

Statements of Compliance

The signed statement of compliance prepared alongside each report, so submissions go out complete rather than getting kicked back for a missing signature.

Texas Public Work

State and municipal projects carry their own prevailing wage requirements under Texas law, separate from federal Davis-Bacon. We handle both.

Apprentices & Fringe Reporting

Registered apprentice rates and ratios, fringe benefits paid in cash versus to a plan, and the documentation trail behind each.

Certified payroll is one of the fastest ways for a contractor to end up with withheld payment or a compliance finding — usually over paperwork rather than pay. We keep it current weekly so it isn't something you reconstruct under pressure. See our full construction services →

HR Compliance Assistance

We Help You Stay Organized and Compliant — Without Pretending to Be Your HR Department

Most small businesses don't need a full HR team. They need the paperwork done correctly, kept somewhere sensible, and a person to ask when something unusual comes up.

01

New Hire Paperwork & Personnel Files

We assist with collecting and organizing I-9s, W-4s, direct deposit authorizations, and state new-hire reporting — then keep personnel records structured so you're not digging through email if you're ever asked to produce them.

02

Handbooks & Written Policies

We help you build and maintain an employee handbook, PTO and leave policies, and written procedures — so expectations are documented rather than assumed. For anything requiring legal interpretation, we'll tell you to involve an employment attorney.

03

Terminations & Offboarding

Offboarding checklists, final-pay timing under Texas law, benefits and access cutoff coordination, and organized documentation — plus support responding to unemployment claims with the records already assembled.

04

Payroll Tax Registration & Compliance Calendar

Getting registered correctly in the states where you have employees, and keeping a calendar of what's due when — so filings happen on schedule instead of after a notice arrives.

To be clear about scope: BBS provides administrative and documentation assistance with HR and payroll compliance. We are not a law firm, an employment attorney, or a PEO, and nothing here is legal advice. For questions involving legal interpretation — wrongful termination, discrimination claims, wage-and-hour disputes, or contract language — we'll say so directly and recommend you consult qualified employment counsel. We're glad to work alongside your attorney and provide the records they need.

Platform

Enterprise Payroll Infrastructure. One Person Who Answers the Phone.

We run clients on QuickBooks Payroll or on ADP through our wholesale account — you pick based on what your business needs, not what we'd prefer to sell.

Intuit QuickBooks ProAdvisor Elite certified — Bulverde Business Solutions

QuickBooks Payroll

Our team holds ProAdvisor Elite certification, the highest tier Intuit offers. Payroll living in the same system as your books means labor cost flows straight into your reporting — no exports, no re-entry, no reconciling two sources of truth.

ADP

ADP Through Our Wholesale Account

For businesses that need ADP's scale — multi-state filings, larger headcount, deeper HR modules — we run it through our wholesale partner account. You get ADP's infrastructure, and we stay your single point of contact. No support queue, no ticket number, no explaining your situation to whoever picks up.

Already on a platform that works? We'll manage the process on top of it rather than force a migration you didn't ask for.

Where Payroll Gets Complicated

Industries We Handle Regularly

Some workforces make payroll genuinely difficult. These are the ones we see most.

We also handle payroll for restaurants and hospitality with tipped employees, multi-entity real estate operations, and professional services firms. See all industries we serve.

Better Together

Payroll and Bookkeeping Shouldn't Be Two Separate Conversations

When the same team handles both, labor cost lands in your financials correctly the first time, payroll liabilities reconcile automatically, and nobody has to chase a third party for a report at month end. Most of our payroll clients came to us for bookkeeping first — or the reverse.

Common Questions

Payroll & HR Compliance — Answered

What business owners ask us most before handing over payroll.

Do you provide payroll services for construction companies?

Yes, and it's one of our most common engagements. We handle certified payroll for public projects, labor allocation across job codes, prevailing wage requirements, and crews whose composition changes week to week. See our construction services.

Can payroll be combined with bookkeeping?

Yes, and it's how most of our clients work with us. When one team handles both, payroll posts to your books correctly the first time, liabilities reconcile without manual adjustment, and labor cost shows up in your reporting automatically. Learn about bookkeeping services.

Do you handle payroll tax filings?

Yes. That includes federal and state payroll tax registration, quarterly 941 filings, Texas Workforce Commission filings, new-hire reporting, and year-end W-2 and 1099 processing. We keep a compliance calendar so filings happen on schedule rather than after a notice shows up.

What HR compliance help do you actually provide?

We assist with new hire paperwork and personnel file organization, employee handbooks and written policies, offboarding documentation and final-pay timing, and payroll tax registration. This is administrative and documentation assistance — we're not a law firm or a PEO, and for anything requiring legal interpretation we'll point you to employment counsel.

Do you prepare certified payroll reports?

Yes. We prepare and submit weekly certified payroll reports for commercial and public construction projects — federal form WH-347 or the format your awarding agency or general contractor requires, with Davis-Bacon and Texas prevailing wage determinations applied by classification, fringe benefit tracking, apprentice rates, and signed statements of compliance. We also submit directly through LCPtracker, CCIP, and other agency and general contractor portals, including resolving rejected uploads and classification flags. Most bookkeeping providers don't offer any of this.

Which payroll platform do you use?

Either QuickBooks Payroll, where our team holds ProAdvisor Elite certification, or ADP through our wholesale partner account for businesses needing more scale — multi-state filings, larger headcount, or deeper HR modules. With ADP you get their infrastructure while we remain your single point of contact. If you're already on a platform that works, we'll manage the process on top of it.

How many employees do we need to work with you?

There's no minimum. We run payroll for businesses with a handful of employees and for companies managing multiple crews across locations. The work scales — what matters is whether payroll has become something you're spending time on instead of running your business.

Can you take over payroll that's already a mess?

Yes. Misclassified employees, missed filings, unreconciled liabilities, incomplete personnel files — we've picked all of it up mid-year. We'll assess what's actually wrong, tell you plainly what it takes to fix, and get you current before moving to ongoing processing. See cleanup services.

Do you support businesses outside Texas?

Yes. We're based in Bulverde, Texas but support clients nationwide through secure cloud-based systems, including multi-state payroll registration and filings wherever you have employees. See areas we serve.

What happens when I have a payroll question?

You get an answer within 24 hours, from someone who knows your account. Payroll problems don't wait for a convenient moment, and the most common complaint we hear about previous providers is silence. Real people. Real answers.

No Ghosting. Just Guidance.
